Priority Legislation

Assembly Bill 13 (Chavez) Nonresident Tuition Exemption: Veterans
Eliminates the requirement that a student be stationed in the Armed Forces of the United States for more than one year immediately prior to being discharged in order to receive nonresident exemption at the University of California, California State University or one of the community colleges within the state. Requires the student to be discharged or released from active duty within the immediately prior year in order to receive the exception.

Assembly Bill 283 (Bloom) Community Colleges: Property Tax Revenues
Requires the annual Budget Act to specify the total local property tax revenue for community college districts upon which the General Fund appropriation for community college districts is based. Requires the Controller to transfer funds between the General Fund and Section B of the State School Fund, which is administered by the California Community Colleges for apportionment to community colleges.

Assembly Bill 303 (Calderon) Cal Grant Program: Armed Forces: Former Members
Entitles an otherwise eligible student who is a member or former member of the Armed Forces who meets prescribed requirements, including, but not limited to, enrollment in a qualifying undergraduate certificate or degree program, to a Cal Grant A Entitlement Award or a Cal Grant B Entitlement Award. Requires the Student Aid Commission to make preliminary awards to all applicants currently eligible for an award under the program.

Assembly Bill 1100 (Levine) Telecommunications: California Teleconnect Fund Administrative Committee Fund
Prohibits an annual limit for reimbursement provided to the California Community Colleges as part of the teleconnect program.

Senate Bill 141 (Correa) College Education Benefits: Children of Deported Parents (AB 540)
Exempts a student who meets specified requirements from nonresident tuition at the California Community Colleges and the California State University. Requires the California State University Trustees and the California Community Colleges Board of Governors, and requests the Regents of the University of California to establish procedures for persons who are exempt from nonresident tuition to participate in all student aid programs. Makes such students eligible to apply and receive any state financial aid.

Senate Bill 576 (Block) Commission on Teacher Credentialing
Requires the Board of Governors of the Community Colleges to appoint an ex officio member to the commission instead of the Postsecondary Education Commission.
